Cap a l'any 226 aC, un any després de la fundació de Cartago Nova (actual Cartagena) i davant de l'expansió dels púnics a la península, roma va promoure la signatura de l'anomenada Tractat de l'Ebre, que feia d'aquest riu el límit de l'expansió cartaginesa cap al nord. Però la concòrdia entre les dues potències va durar molt poc. La presa per part del líder cartaginès Anníbal (219 aC) de la ciutat de Sagunt, que algunes fonts romanes situaven al nord de l'Ebre, va ser considerada per Roma coma casus belli i l'any següent van començar les hostilitats que van desembocar en la Segona Guerra Púnica (201-218 aC).
